They clashed over tips.

Six months after the city required yellow cabs to start taking credit cards, the chairman of the City Council’s transportation committee, John C. Liu, questioned the abilities of the Taxi and Limousine Commission during an oversight hearing on Thursday.

About a dozen cabdrivers stood in the back of the room at the hearing, holding up small printed signs that read “LIES!” They rustled them in protest during the testimony of Matthew W. Daus, the taxi commission’s chairman.

“Are you calling my staff incompetent?” Mr. Daus asked. “You called our staff incompetent!”

“Because of the incorrect testimony!” Mr. Liu shot back.

The brusque exchange was prompted when Mr. Daus gave varying estimates of cabdrivers’ tips before the installation of credit card machines, yet appeared certain that after the installations, the average tip was $2.85 per trip and that bank and other fees on taxi transactions averaged 86 cents. The fees, which average 5 percent, are fiercely resisted by the cabdrivers.

After the hearing, Mr. Daus told reporters, “If you really look at the big picture, the drivers aren’t paying one cent for this,” referring to the credit card system. “They are, on average, making three times as much in tips as they are paying in fees.”

Mr. Daus said at the hearing that since the most recent fare increase, in 2004, the drivers had earned an extra $1.9 billion but paid out $48 million in the disputed bank fees.

The majority of fares are still in cash, with about 13 percent of taxicab revenue now from credit card transactions.

Nearly 80 percent of the yellow cabs, or 10,238 of 13,148 cabs, have had credit card machines installed. The rest will get the systems by the fall, Mr. Daus said.

The installation is behind schedule by about nine months because one of the four providers of the credit card system went bankrupt and the bankruptcy court froze installations in hundreds of cab.

In their testimony, representatives of cabdrivers said that garage owners and fleet owners had used the credit card system to withhold large amounts of money.

Bhairavi Desai, the executive director of the New York Taxi Workers Alliance, said cabdrivers now spent days or even weeks waiting for reimbursement from credit card transactions.

Sometimes the drivers never get paid, they said. Beresford Simmons, a driver, testified that once his credit card machine malfunctioned, and the passenger gave him all of her cash — $7 — though the fare was $45, and said she did not want to drive around looking for an A.T.M.
